Vyacheslav Viktorovich Ovchinnikov (Russian: Вячеслав Викторович Овчинников; born October 25, 1946, Rasskazovo, Tambov Oblast) is a senior official of the Ministry of Internal Affairs of the Russian Federation, Colonel General, and Doctor of Law.
