Noemí Zoila Guzmán Lagunes (born 8 May 1954) is a Mexican politician affiliated with the Institutional Revolutionary Party (PRI). She represented the ninth electoral district of Veracruz (centered on Coatepec) as a deputy to the 63rd Congress (2015–2018), her third term as a federal deputy and fifth overall.
