Harris Brown McDowell III (born March 15, 1940) is a retired American politician. He was a Democratic member of the Delaware Senate from 1977 to 2021, representing the 1st district. He attended the University of Delaware and Georgetown University, and is the son of former Delaware congressman Harris McDowell Jr.
