Chang Juu-en (Chinese: 張祖恩; pinyin: Zhāng Zǔ'ēn; Pe̍h-ōe-jī: Tiuⁿ Chó͘-un; born 1951) is a Taiwanese civil engineer who served as Minister of the Environmental Protection Administration from 2003 to 2005.
